الرشوة كمظهر من مظاهر الفساد الإداري وأساليب معالجته

الملخص
ملخص: إنّ الرشوة من الموضوعات الهامة ذات الطابع الاجتماعي والاقتصادي ،لأنها في كثير من الأحيان تعطي صورة لما يصيب المجتمع من تفكك وانحلال خاصة إذا تأصلت في أذهان أبنائه لوصفها موردا من الموارد المالية التي يمكن إتباعها من قبل بعض القائمين على الشؤون العامة ،وبذلك فإنّ أسباب هذه الظاهرة وطرق علاجها لجديرة بالدراسة الوافية سيما أنها لم تحظ حتى الآن بالاهتمام اللازم من قبل الباحثين. ولا يخفى على أحد أنّ دراسة هذه الظاهرة في المجتمعات المعاصرة تعتمد على عدة أبعاد كالبعد الاجتماعي، التاريخي، السياسي، الاقتصادي التي يكمل بعضها بعضا. وسنركز دراستنا على البعد الاقتصادي والإداري لأنّ الرشوة تشكّل إحدى مظاهر الفساد الإداري التي تسعى الدولة جاهدة إلى محاربته من أجل تحقيق تنمية اقتصادية منسجمة مع الإصلاح الإداري خصوصا وأنه منذ نهاية القرن الماضي بدأت بعض الأساليب الإدارية الحديثة تعمل على تطوير المنظمات من أجل التصدي للواقع العالمي الجديد وخلق قدرات تنافسية معتبرة على الصعيد المحلي والدولي. Abstract: Bribery as a manifestation of corruption and ways to address it Bribery is an essential issue having an economic and social aspect. It often provides a picture of immoralities and the dissociation of society, particularly when it becomes rooted in the minds of individuals as a financial resource for the officials of public affairs. Therefore, identifying the causes of this phenomenon and ways of addressing it deserves a thorough study, especially that it has not been subject of considerable researches. It is worth mentioning that studying this phenomenon in modern societies requires tackling it from various aspects. This comprises the social aspect, the historical aspect, the political aspect, and the economic one, all of which are interconnected. This study will focus on the economic and the administrative aspect since bribery is one of the manifestations of corruption of which the government is seeking to fight, in order to achieve an economic development harmonized with administrative reform. Since the last century, there have been many modern administrative methods, which sought to develop organisations, so that it can meet the challenges of the new global realities, as well as creating considerable competitive potentials on a national and an international scale.
