تهدف هذه الورقة إلى مقارنة عدة مقاربات للتنمية المحلية، لتقييم وتعداد الشروط التي تعزز إشراك المجتمع المحلي. منهج البحث المستخدم في هذه الدراسة هو المنهج الاستقرائي، والذي يعتمد على الملاحظة والتحليل لبعض تجارب التنمية المحلية. النتيجة الأكثر أهمية المتحصل عليها ضمن هذه الدراسة، تتمثل في اعتماد الدور المحوري للمجتمع المدني على ضرورة المزيد من لامركزية نظام الإدارة للجماعات المحلية. الكلمات المفتاحية: تنمية محلية، مجتمع مدني، لامركزية، جباية محلية، الجزائر. Abstract: This document aims to the comparison between many approaches of local development, in order to evaluate and identify the conditions favouring the implication of civil society. The research method used in this study is the inductive method, which is based on the observation and analysis of some experiences of local development. The most important result obtained in this study, is that the primordial role of civil society in development could not be exercised unless more decentralisation in local communities administration system.
