Résumé
أصبح التسيير بالنتائج اليوم مجسّد في الحياة اليومية للتسيير العمومي بصفة صريحة، طوعية و تدريجية، وهو ما يبرره البحث المتواصل لصانعي السياسات، والإداريين، و المسيّرين العموميين للحصول على خدمات عمومية فعّالة وبأقل تكلفة. وفي هذا السياق تلعب مراقبة التسيير العمومي دوراَ أساسياَ خصوصا عبر إجبارية ترجمة المهام العمومية إلى مجموعة مترابطة من الأهداف والمؤشرات التي تسمح بأفضل تحليل للعمل العمومي، وكذا تطبيق أدوات وطرق تسييرية لتحسين قيادة أداء الإدارات وبالتالي جودة الخدمات المقدمة. وللوصول إلى ذلك يكون من الضروري أولا تحديد مراكز الخدمات داخل الإدارة، ومنح إدارتها لأطراف أخرى تتمتع باستقلالية أكثر مقارنة بالنموذج التقليدي، ثمّ التفاوض على العقد الذي يحدّد فيه انتظارات الإدارة و الأهداف التي يتعيّن على الأطراف المسؤولة تحقيقها، وهذا هو المغزى الأساسي من التعاقد. الكلمات المفتاحية: التسيير الموجه بالنتائج، مراقبة التسيير العمومي، الإدارة العمومية، التعاقد، المستشفى. Abstract : The results-based management is established today in the daily of the public management in a explicit, voluntary and gradual way, it is justified by the incessant search for the political decision-makers, the administrators and public administrators to have more effective and less extravagant public services, in this context the public management control plays a key role through in particular the obligation to translate the public missions into coherent set of objectives and indicators which can allow a better follow-up and a better analysis of the public action, also the implementation of tools and managerial methods so that they improve the piloting of the performance of the administrations and then the quality of services provided. In order to achieve this, it is necessary to delimit the centers of services within the administration, and to entrust the management of other parties with greater autonomy of action com-pared to the traditional system, and finally negotiate a service contract fixing the expectations of the administration and the objectives assigned from responsible parts, and this is the main contribution of contracting.
