الملخص
The world has witnessed during the second half of the last century and the beginning of this century many changes in the economic field and rapid technological development, which has become hegemonic unilateralism which imposes itself on the policies and economies of developing countries and perhaps even on its sovereignty. Algeria, like other developing nations has known many of the reforms and structural changes, which affected many of the economic and financial and administrative aspects, and breaking the cycle of development failures. Algerian successive governments initiated from the beginning of the nineties until now to adopt legislation to facilitate the flow of foreign capital investment and the entry of alternative advanced technology that serve those investment and strengthen the rule of structural development of hand, then put an end to the spread of the phenomenon of unemployment, which breached largely balances on the national economic interest and other qualifying labour on the other.
