Abstract: On the one side; This study is based on the importance role that played by the administrative leaders in building and developing the organizational culture, and on the other hand the importance role played by the organizational culture that is interested in developing and building it in achieving the goals of the entreprises in the transition stages in general and in the organizational changes in particular. The theoretical analysis adopted by this study led to the identification of a set of obstacles in its entirety, concentrated on the resistance shown by the organizational culture that was established in the first stages of construction of Algerian public enterprises after Independence and the accompanying conditions related to the status of enterprises and the strategies of the public authorities vis-à-vis these enterprises and their declared and undeclared goals, and the changes that have been made to them. in addition to obstacles that show the theoretical analysis that is also the reason for the survival of this culture to maintain its strength of public authorities, because that relationship remained the same during the initial stages of the establishment despite the different circumstances, and therefore this relationship has had negative effects not only on organizational culture, but also the leadership abilities and the context of the administrative leadership, which is assumed to be the context of leaders’ work to develop and build a new organizational culture. This study confirms that it increases the size and impact of the obstacles that stand in the way of Algerian public economic enterprises leadership To develop and build a new organizational culture in adapt them to the new business requirements of the enterprises; it also contributes to the doubling of the challenges facing the Algerian public economic enterprises in order to achieve the success that it want At the current stage.
