الإطار القانوني لحق الجمهور في المعلومة والمشاركة في إتخاذ القرارات البيئية

الملخص
ملخص يعتبر الحق في البيئة من الحقوق الأساسية للإنسان إذ نصت عليه العديد من الاعلانات والمواثيق الدولية وكرسته الاتفاقات الدولية، واتخذت منه المنظمات الدولية الحكومية وغير الحكومية هدفا تسعى لتحقيقه من خلال انشطتها المختلفة، إذ تقر جميعها ان حماية البيئة البشرية أمر جوهري من اجل رفاهية الانسان وتمتعه بحقوقه الاساسية، وتقر أيضا بأن لكل فرد الحق في المعيشة في بيئة سليمة وبأن من واجبه منفردا أو بالاشتراك مع غيره من افراد مجتمعه حماية البيئة وتحسينها من أجل منفعة الاجيال حاضرا ومستقبلا، وترى ايضا انه مقابل اصراره على حقه في البيئة لابد من أن تتاح له امكانية الحصول على المعلومات عن البيئة وأن يحق له المشاركة في اتخاذ القرارات بشانها وتتاح له امكانية اللجوء الى القضاء في المسائل المتعلقة بها، والاعلام البيئي الية أخرى مهمة وحلقة ضرورية من حلقات التواصل البيئي بين الفرد والجماعة، وبين المواطن والدولة من خلال الدور الهام لوسائل الاعلام بنوعيها المرئية والمسموعة . Summary The right to the environment of fundamental human rights as stipulated in many ads and international conventions, and enshrined in international agreements, and took him to the government and non-governmental international organizations goals to strive for, through various activities, as all acknowledge that the human environmental protection is essential , for the welfare rights and the enjoyment of basic human rights, and also recognizes that everyone has the right of living in a healthy environment, and that it was his duty alone or in conjunction with other members of his community environmental protection, and improved for the benefit of generations present and future, also he believes that in return for his insistence on his right to the environment, it is necessary of the opportunity to obtain information on the environment, and the right to participate in decision-making and have an access to justice in environmental matters, environmental media again with the task, and the ring is necessary rings environmental communication, between the individual and the community, and between the citizen and the state through the important role of the media, both video and audio .
