الإصلاح الاقتصادي من خلال استراتيجية دعم النمو قراءة في مخططات التنمية المغربية (2000 - 2012)

الملخص
لمواصلة مسار الاصلاحات اعتمدت المغرب على برامج دعم النمو التي دشنها المغرب خلال العقد الأخير من القرن المنصرم، تميز مشروع مخطط التنمية (2000 - 2004) وكذلك المبادرة الوطنية للتنمية البشرية التي هدفت إلى تعديل مسار التطور وآليات التنمية الاقتصادية – الاجتماعية ووضع المغرب على السكة الصحيحة للتنمية، التي يستطيع من خلالها استغلال كل مكوناته وطاقته المادية والبشرية استغلالا عقلانيا. وتوصل تنفيذ هذه البرامج إلى تحسين أجواء الاستثمار وتكييف الإطار التشريعي والتنظيمي والإداري مع مقتضيات التطور وتعزيز اللامركزية، تثمين الموارد البشرية وتأهيل الإنسان المغربي، تسريع أنساق النمو الاقتصادي بقدر كاف وإنعاش التشغيل وتحسين مستوى المعيشة. To continue the path of modifications,Marocco has depended on development support programs that have been instituted during the last decade of the past century. The project of development scheme (2000-2004) well as the National Human Development Initiative that aimed at adjusting the path of evolvement and mechanisms of economic and social development were characterized. It also aims at putting Marocco on the right railroad of developmentthrough which it can rationally exploit all itsphysical and human components andcapacities. The application of these programs has led to the improvement of the atmosphere of investment; the conditioning of the legislative, regulatory and administrative framework with the requirements of evolvement and the promotion of decentralization;the valuation of human resources and rehabilitation of the Moroccan citizen; accelerating the economic growth patterns in a sufficient amount, and the recovery of employment and improvement of the standard of living
