الملخص
ملخص: تتمتع الجماعات الاقليمية باستقلال تنظيمي ووظيفي، مالي واداري. فالدولة قد تنقل بعض صلاحياتها الى السلطات المحلية التي تتمتع بالاستقلالية، على مستويات المعدات (موارد خاصة، ذمة مالية)، تنظيمي (هياكل خاصة بالجهاز اللامركزي)، ووظيفي (حرية التسيير). ومع ذلك تبقى هذه الجماعات الاقليمية تحت الرقابة الشديدة للدولة المركزية او أحد مكوناتها والتي تتمتع بسلطة الوصاية. Abstract: The territorial groups have a functional and organizational, financial and administrative independent. May the state moves its powers to this local groups which have the independence, on level of the hardware (private sources, financial liability), organizational (a structures especially for the decentralized device), functional (management free), however, stay those local groups, under the control of the central state, or one of the its components, which have the authority of guardianship.
