Financial globalization is the free flow of capitals such us investments in stock markets (portfolio investment) or foreign direct investment as alternatives to the previous methods like financial loans and economic aids most of the international liberal institution concentrate on the economy market and the necessity to adhere to the world trade organization (w.t.o) and the free flow of capital to solve the problems of development. In this article we try to answer to this question. Does foreign direct investment really can solve the problem of the shortage of financial resources and the diminution of local savings or these foreign directs investments do not solve this problem because they go to the regions which has a good investment climate to encourage the multinational firms to have a high profit and not to solve the problems of developments in the poor countries.
