دور مؤسسات المجتمع المدني المحلي في إٍرساء مبادئ الحوكمة المحلية

الملخص
تعتبر مؤسسات المجتمع المدني فاعل رئيسي في بلورة القرارات وتنفيذها ورقابتها، حيث يقوم المجتمع المدني بعدة وظائف سواء كانت إصلاحية أو اجتماعية أو خدماتية أو اقتصادية وسياسية، كل هذه الوظائف تصب في قالب واحد وهو فعالية المجتمع المدني الذي من شأنه خلق حركية مستمرة في الميدان السياسي الذي يفتح المجال للمشاركة وحرية تدفق المعلومات والاستجابة الفورية وخلق الفعالية والكفاءة، وإذا حققت هذه المبادئ في مجتمع ما وصلنا إلى حوكمة محلية حقيقية التي تخدم بدورها التنمية المحلية والتنمية الشاملة. Is a major actor of civil society in formulating and implementing decisions and control, where the civil society and several functions, whether reformist or social or service-or economic and political, all these functions are in one template institutions which the effectiveness of civil society, which would create a dynamic going on in the political field, which field open for participation and free flow of information and immediate response and create effective and efficient, and if these principles are achieved in what have come to a genuine local governance that serve the role of local development and overall development community Il considère que les institutions de la société civile ,est Un acteur principale dans l'élaboration et la mise en œuvre des décisions , parce que la société civile a des fonctions multiples , social, économique et politique, pour leur 'efficacité, et Créer une dynamique dans le domaine politique ; Qui ouvre la participation et la circulation de l'information et la création de la compétence et de Efficacité Si ces principes sont réaliser elles donne une véritable gouvernance locale, qui à son tour servir le développement local et de la communauté de développement global.
