Abstract

Abstract: The "Responsibility to Protect" (R2P) is a developing concept in humanitarian intervention. It offers a unique window into the creation of a new framework. However, there's ongoing debate about its current state and future. Potential outcomes range from a shared understanding of moral principles to legally binding rules or reinterpretations of existing law. This evolution is driven by various actors actively promoting the concept. Brazil's introduction of "Responsibility while protecting" (RwP) in 2011 added a new concept to the discussion. RwP has the potential to both strengthen and weaken the existing consensus on R2P.
