اشكالية التخطيط لإدارة الوقت أثناء الأزمات

الملخص
ظهور الأزمات يتعدد بإختلاف مجالاتها ومدى تأثيراتها السوسيواقتصادية في الجزائر كانت أو في البلاد العربية، وحتى في الأدبيات الإدارية الغربية يعود إلى أخطاء في إدارة الوقت وعدم استغلاله الإستغلال الأمثل بغياب الإستراتيجيات والبرامج المنظمة والممنهجة والتي تمكننا من الإستفادة من الخبرات الفنية والموارد الطبيعية المتنوعة، ما يؤدي إلى بطء التنمية وظهور مخاطر معينة تؤدي إلى دخول في سباق ضد الوقت لإتخاذ قرارات مهمة ومصيرية تحت ضغط نتائج غير معلومة ما قد يحدث أزمات ومخاطر ثانوية، قد تتحول إلى رئيسية بمرور الوقت فإكتساب ثقافة الربط بين إدارة الوقت وإعطائه قيمة إقتصادية بإحداث الفعّالية الإنتاجية وتحقيق التطور، وبين إكتساب ثقافة إدارة المخاطر بتعريفها وتحضير الفرق الخاصة بتسييرها، وكذا وضع مراحل ومخططات لمجابهتها والإستفادة منها كظروف وإستراتيجيات مستقبلية، بات أكثر من ضرورة سواء على مستوى التسيير المؤسساتي أو على مستوى البحث الأكاديمي الهادف والمتتبع لمتغيرات هذا الموضوع. The emergence of crises varies in different fields and the extent of their socio-economic impacts, whether in Algeria or in the Arab countries, and even in Western administrative literature due to errors in time management and failure to exploit it optimally in the absence of organized and systematic strategies and programs that enable us to benefit from technical expertise and various natural resources, which leads Slow development and the emergence of certain risks lead to entering a race against time to take important and crucial decisions under pressure of unknown results What may occur crises and secondary risks, which may turn into major over time, acquiring a culture of linking time management and giving it an economic value by creating productive effectiveness and achieving development, and acquiring a culture of risk management by defining it and preparing teams for its management, as well as developing stages and plans to confront them and benefit from them as future conditions and strategies, has become more than a necessity, whether at the level of institutional management or at the level of targeted academic research that tracks the variables of this topic.
