Abstract
Abstract: The concept of security in the modern era is considered one of most prominent rules of civilizations. It is a dynamic element that leads to the development of a society. The modern societies need stability, tranquillity, security, dignity and a better life. The study focuses on the increasing interest in issues and human needs for security in contemporary societies, due to tremendous changes that occur in the world, including all aspects of societal human life, legal, material, and spiritual. So, it is necessary to formulate a comprehensive national strategy for human security that sets a general framework for the development and the prosperity of society, by defining goals, interests, and priorities for social development, including policies that t reflect the needs and aspirations of society. The measurement of the progress of nations, their civilization, and their progress is through maintaining security, preserving the dignity of the citizen, and achieving development in all areas of human society.
