الصين وافريقيا...عهد جديد أم استعمار حديث

الملخص
لطالما كانت القوة العسكرية هي الخيار الأول لدى الدول لتنفيذ سياستها الخارجية؛ غير أن التغيرات الديناميكية دفع المفكرون الاستراتيجيون على غرار "جوزيف ناي" إلى ابتكار مفهوم جديد لتنفيذ السياسة الخارجية للدول الكبرى، ويُجنب هذه الأخيرة الخسائر التي كانت تتكبدها؛ وانصرف البحث بذلك إلى وسائل أكثر عقلانية وجاذبية وقبول لتحقيق الأهداف الإستراتيجية للدول؛ بتوظيف نوع جديد من القوة؛ ممثلاً في "القوة الناعمة" من خلال القدرة على إقناع الآخرين وتغيِّير سلوكهم بعيداً عن منطق استعمال القوة العسكرية. ستحاول هذه الورقة البحثية؛ تسليط الضوء على الدور الصيني في القارة الإفريقية، باتباعها أسلوب ومقاربة جديدة وذلك وفق أجندتها الإستراتيجية لجذب الأفارقة لسياستها؛ ومحاولة لعب دور محوري في مناطق جيواستراتيجية إقليمياً وعالمياً؛ بالأخص في المناطق التي تشهد منافسة إستراتيجية (اقتصادية، سياسية وأمينة) بالنظر لثرواتها الطبيعية والبشرية؛ فإفريقيا القارة المتخلفة أصبحت اليوم مكاناً لصراع القوى الكبرى والصغرى منها؛ لتنفيذ أجنداتها وتحقيق أهدافها الإستراتيجية. فهل هذه الدور نابع من المصلحة المشتركة أم أنه سياسة ملئ الفراغ وإعادة التمحور في القارة الإفريقية لتحقيق أهدافها الإستراتيجية. This research paper will try; Highlighting the Chinese role in the African continent, by following a new style and approach, according to its strategic agenda to attract Africans to its policy; And trying to play a pivotal role in the regionally and globally strategic areas; In particular, in the areas that witness strategic competition (economic, political and honest), given its natural and human wealth; Africa, the underdeveloped continent, is today a place for the conflict of the major and minor powers from it; To implement its agendas and achieve its strategic goals. Is this role stemming from the joint interest, or is it a policy of filling the void and re -centered on the African continent to achieve its strategic goals.
