Faced with the housing issue in Algeria and its heavy social consequences, the authorities have embarked on a profound overhaul of their policies to tackle the crisis that prevailed during the planned management period. Drawing lessons from past failures, they have opted for a diversified and multidimensional approach, mobilizing various support mechanisms. The creation of the National Housing Improvement and Development Agency (AADL) as a public developer marked a crucial turning point in the national housing strategy by introducing a new type of housing acquisition through lease-purchase. However, after the evolution of the AADL 1 and AADL 2 programs, it is legitimate to question whether the agency can effectively contribute to a sustainable resolution of the housing crisis in Algeria
