المسألة الديموغرافية في الحرب الروسية الأوكرانية: دراسة جيوسياسية

الملخص
جاءت الحرب الروسية الأوكرانية كنتيجة حتمية لسلسلة من التطورات، التي تعود إلى بداية الأزمة الأوكرانية أواخر العام 2013، والتي تم فيها تغيير السلطة الموالية لموسكو، بسلطة موالية للغرب، وفي ظلّ حربها مع أوكرانيا، كانت روسيا تعرف انخفاضا مستمرا في عدد السكان، مما جعلها أما معضلة ديموغرافية، جعلت الكريملين يعتبر الأمن الديموغرافي الروسي جزءاً من أمنه القومي، وأمام التحديات التي تفرضها المواجهة مع أوكرانيا، تتزايد حدة التهديدات الديموغرافية، والتي تسعى موسكو إلى عكسها لصالحها وتعويض خسائرها البشرية، عن طريق العمليات العسكرية، المتبوعة بضم المزيد من الأراضي الأوكرانية، وتجنيس السكان الذين لم يهاجروا بسبب الحرب، خاصة بعد نجاحها فيما تعتبره "استعادة" شبه جزيرة القرم بمواطنيها، إلى سلطة الاتحاد الروسي. تهدف هذه الورقة إلى تسليط الضوء على الاعتبارات الديموغرافية في الحرب الروسية – الأوكرانية، انطلاقا من الأهمية التي توليها روسيا للقوة الديموغرافية، ومركزية الأمن الديموغرافي بالنسبة للأمن القومي الروسي، وذلك استنادا إلى مقاربة جيوسياسية، تقوم على اعتبار حجم السكان أحد المقومات الأساسية في تحليل قوة الدولة، خاصة إذا كانت هذه الدولة تسعى إلى لعب دور القطب الدولي، الذي ينافس على المكانة العالمية مثل حالة روسيا الاتحادية. The Russia-Ukraine war comes as an inevitable consequence of a sequence of developments, dating back to the beginning of the Ukrainian crisis late in 2003, in which the pro-Moscow power has been changed with a pro-West one, and under its war with Ukraine, Russia has witnessed a continuous decrease of population, turning it to a demographic dilemma, which made the Kremlin see the Russian demographic security a part of its national security. And in face of these challenges posed by the confrontation with Ukraine, the demographic threats rise, which are being warded off by Moscow in its favour, and for compensating its human losses, through military operations, followed by annexing more Ukrainian lands, naturalization of populations who didn't flee due to war, especially after its success, while being considered as a restoration of the Crimean peninsula and its inhabitants, by the Russian Federation. This research paper aims to shed light on the demographic aspects of the Russia-Ukraine war, based on the significance Russia gives to the demographic force, and the centrality of the demographic security for the Russian national security, judged by a geopolitical approach, which pays attention to the population size as a key factor in the analysis of state power, particularly, in case the state seeks to play a role of an international actor, in rivalry over a world status, like the case of the Russian Federation.
