تأثيرات التحول الرقمي على مجهود التنمية الاقتصادية في الجزائر -واقع و آفاق-

الملخص
الواضح اليوم أن الثورة الرقمية التي تشهدها غالبية اقتصاديات الدول المتقدّمة، باتت توفر فرصا جديدة و آفاقا واعدة للدول السائرة في طريق النمو، فالتكنولوجيات الرقمية باتفاق الخبراء تساعد على تجسيد الهداف التنموية بوتيرة سريعة وفعالية أكبر، كما تسهل مجهود تنظيم كل نشاط تنموي على المدى البعيد، فتكنولوجيات الرقمنة لا تسمح للمتعاملين من الأفراد والشركات في الدول النامية الولوج لكل صور التطور الاقتصادي والدخول إلى الأسواق العالمية فحسب، بل توفر مداخل للمعرفة والمعلومات الهامة وتزيد من فرص التشغيل. وعلى الرّغم من المجهودات والمحاولات التي تبذلها السلطات العمومية في الجزائر في رقمنة بعض القطاعات مثل النشاط المالي والتعليم والصحة وبعض الخدمات الاجتماعية، إلا أن مبادرة التحول الرقمي أفرزت نتائج نسبية لم ترق بعد إلى الأهداف المتوخاة، تهدف هذه الدراسة إلى تحليل واقع مجهود التحول الرقمي في الجزائر، وكشف الصعوبات التي تواجه هذه السياسة مع طرح بعض الاقتراحات الحلول. It is clear today that the digital revolution that the majority of the economies of developed countries are witnessing is now providing new opportunities and promising prospects for countries on the path of growth. Digital technologies, with the sanction agreement, help to realize development goals at a rapid pace and with greater effectiveness, and also facilitate the effort of organizing every development activity in the long term. Digitization technologies not only does it allow individuals and companies in developing countries to access all forms of economic development and global markets, but it also provides access to important knowledge and information and increases employment opportunities. Despite the efforts and attempts made by public authorities in Algeria to digitize some sectors such as financial activity, education, health, and some social services, the digital transformation initiative has produced relative results that have not yet met the desired goals. This study aims to analyze the reality of the digital transformation effort in Algeria, reveal the difficulties facing this policy, and present some suggestions.
