دور الحوكمة المحلية في تفعيل مكافحة الفساد الإداري في الجزائر

الملخص
يهدف هذا المقال إلى تسليط الضوء على دور الحوكمة المحلية في مكافحة الفساد الإداري في الجزائر عبر تبنيها لمفهوم الحوكمة المحلية، وهو ما تجسّد في قانوني البلدية والولاية، باعتبارهما يمثلان استراتيجية الانتقال من التسيير التقليدي إلى التسيير الراشد للإدارة المحلية، إلاّ أنه على الرغم من هذه الترسانة القانونية، فإن مكافحة الفساد الإداري تتطلب إعادة النظر في مضامين الحوكمة المحلية في الجزائر بما يراعي خصوصية الواقع الجزائري، عبر زيادة شفافية التسيير للجماعات المحلية وإشراك منظمات المجتمع المدني في رسم السياسة العامة ومراقبة تنفيذها في حدود ما يسمح به القانون، بالإضافة إلى ترسيخ مبدأ المساءلة وسيادة القانون. Abstract: This article aims to highlight the role of local governance in the fight against administrative corruption in Algeria through its adoption of the concept of local governance This has been reflected in the municipal and state laws as a strategy for moving from traditional to good governance. However, despite this legal arsenal, the fight against administrative corruption requires a review of the contents of local governance in Algeria, taking into account the specificity of Algerian reality. by increasing the transparency of community governance and involving civil society organizations in policy-making and monitoring its implementation within. the limits of the law's permissibility, as well as the entrenchment of the principle of accountability and the rule of law.
