التحفيز الجبائي البيئي للمؤسسات المصنفة في التشريع الجزائري

الملخص
يتناول البحث العلاقة بين الأدوات التحفيزية الجبائية البيئية التي يوفرها التشريع الجزائري للمؤسسات للحد من التلوث الناتج عن استغلال الموارد في المجال الصناعي، ويتعلق الأمر هنا بالحوافز الضريبية الخضراء التي تعفي أصحاب المنشآت المصنفة من دفعها مقابل الاستجابة الطوعية لاعتماد التقنيات والتكنولوجيات الصديقة للبيئة في استغلال الموارد الطبيعية، ما يجعلها شريكا فعالا في تجسيد سياسة حماية البيئة ودفع عجلة التنمية المستدامة. تكشف هذه الدراسة عن السياسة البيئية في الجزائر ومدى مساهمة الدولة في دعم الأنشطة المستدامة، من خلال دور التحفيز البيئي للأنظمة القانونية الضريبية المقدم لفائدة المنشآت المصنفة كوسيلة فعالة تستطيع من خلالها تقليل التأثيرات البيئية ودون إهمال المقاربة التنموية، وتعزيز الثقافة البيئية عند المستثمرين. The research deals with the relationship between the environmental tax incentive tools that Algerian legislation provides to institutions to reduce pollution resulting from the exploitation of resources in the industrial field, and here it is related to green tax incentives that exempt the owners of classified establishments from paying them in exchange for a voluntary response to the adoption of environmentally friendly techniques and technologies in the exploitation of natural resources. Which makes it an effective partner in embodying the policy of environmental protection and advancing sustainable development. This study reveals environmental policy in Algeria and the extent of the state’s contribution to supporting sustainable activities, through the environmental incentive role of tax legal systems provided for the benefit of classified establishments as an effective means through which they can reduce environmental impacts without neglecting the development approach, and enhance environmental culture among investors.
