الملخص
الملخص: تواكب الجزائر التشريعات المعاصرة التي تهتم بموضوع تكريس حق المواطن في تلقي المعلومات و الوثائق الإدارية و تداولها، بغية الوصول إلى حوكمة رشيدة و جودة الخدمات العمومية. إلا أنه في ذات الوقت و اعتبارا لأهمية الوثائق و المعلومات الادارية كملك عمومي، و الذاكرة الرسمية لنشاط الإدارة، التي باتت محل تهديدات التطور التكنولوجي و مخاطر التسريب الذي من شأنه المساس بالأمن الوطني و مصالح الدولة و المصالح المشروعة للمؤسسات، أصدر أمر رقم 21-09 يتعلق بحماية المعلومات و الوثائق الإدارية. ضمن هذا المقال العلمي يتم البحث عن نقطة التوازن بين النقضين: الحق في المعلومة الإدارية و أمن المعلومات. الكلمات المفتاحية: الحق في المعلومة، اعلام إداري، وثائق ادارية، أمن المعلومات، المواطن، أمر رقم 21-09. Abstract: Algeria is keeping pace with contemporary legislation on the issue of enshrining the citizen's right to receive and circulation of administrative information and documents, in order to reach an good governance and quality of public services. At the same time, however, given the importance of documents and information as a public king, and official memories; which has become the subject of threats of technological development and the risks of diversion that would harm national security and interests of the state and legitimate interests of enterprise, he issued order No. 21-09 concerning the protection of administrative information and documents. Within this science article searches, the point of balance between the two vetoes is sought: the right to administrative information and information security.
