إعادة هندسة التعليم العالي وفق معايير الجودة الشاملة في الجزائر

الملخص
انطلقت الدراسة في دراسة هندسة التعليم العالي وفق معايير الجودة الشاملة في الجامعة الجزائرية في طرح سؤال جوهري: كيف تتم إعادة هندسة التعليم العالي وفق معايير الجودة الشاملة في الجامعة الجزائرية؟ ، وهدفت الدراسة إلى الكشف عن الأساليب المتبعة في الجامعة لتحقيق أهدافها ، والمناهج والبرامج المتبعة في تكوين الطلبة ، و الكشف عن متطلبات الجودة الشاملة والمعايير المعتمدة في تقييم نجاعة النظام التعليمي وانعكاسه على مخرجاته النوعية والمادية والبشرية ، ويمكن تقديم رؤية علمية تسهم في تحسين جودة التعليم العالي وإعادة هندسته وفق أسس ومعايير حديثة تتماشى مع متطلبات التنمية الاجتماعية وكيفية تجسيدها في الواقع، وقد استخدمنا المنهج الوصفي ، و بلغت عينة الدراسة (67) مبحوث من الأساتذة في جامعة محمد لمين دباغين سطيف2 في سطيف،كما استخدمت مجموعة من الأدوات البحثية وهي : الملاحظة البسيطة، المقابلة ، استمارة ، أما الأساليب الإحصائية اعتمدنا على الجداول التكرارية والنسب المئوية و كا2. وخرجت الدراسة بنتائج أهمها : 1. أن الجامعة الجزائرية وفرت متطلبات نوعية قليلة لا تساهم في إعادة هندسة التعليم العالي وفق معايير الجودة الشاملة 2. تطبيق إعادة هندسة التعليم العالي وفق معايير الجودة الشاملة كان ضعيفا ولا يساهم في مخرجات تعليمية نوعية في الجامعة الجزائرية 3. ان عملية إعادة هندسة التعليم العالي وفق معايير الجودة الشاملة تواجه عراقيل وصعوبات متنوعة تحول دون تطبيقها. Abstract: The study began in the study of engineering higher education in accordance with total quality standards at the Algerian University by asking a fundamental question: How does higher education re-engineer in accordance with quality standards total of the University of Algeria? The study aimed to reveal the University’s methods of achieving its goals. the programs used in the training of students and the disclosure of overall quality requirements and standards adopted to evaluate the effectiveness of the education system and its impact on its qualitative, material and human results, A scientific vision can be provided that contributes to improving the quality of higher education and its reengineering according to the foundations and modern standards in line with the requirements of social development and the way of giving. We used the descriptive approach, and the study sample amounted to (67) respondents from professors at Mohamed Lamine Debaghin University, Sétif 2 in Sétif, and a set of research tools were used , namely: simple observation, interview, questionnaire, and as for statistical methods, we relied on frequency tables, percentages and k2. The study came out with the most important results: 1. The Algerian university has provided few quality requirements which do not contribute to the re-engineering of higher education according to global quality standards 2. The application of higher education re-engineering according to global quality standards was weak and does not contribute to qualitative educational results in the Algerian university 3. The process of overhauling higher education in accordance with comprehensive quality standards faces various obstacles and difficulties that prevent its implementation.
