الملخص
تتناول هذه الدراسة واقع استعمال اللّغة العربية الفصحى في الإدارة الجزائرية، وقد ركّزت على الإدارة في الولاية كأنموذج للبحث، الهدف منه الوصول إلى الأسباب التي جعلت بعض الإدارات في الولايات تتشبّث باستخدام اللّغة الفرنسية في جميع وثائقها الإدارية، رغم تراجعها (اللّغة الفرنسية) مقارنة باللغة الإنجليزية، التي أصبحت لغة العلم والتكنولوجيا. ويمكن القول إنّ تعميم استعمال اللّغة العربيّة في الإدارة الجزائريّة أمر ممكن، نظرا لوجود فئة كبيرة من الموظّفين في مختلف المؤسّسات، يهتمّون باللّغة العربيّة ويفضّلون التعامل بها، عوض اللّغة الفرنسيّة، يبقى الأمر في يد السلطات، لتعميم استعمالها، أو تطبيق قانون تعميم استعمالها، والذي صدر قبل عدّة سنوات. لنصل في الأخير إلى نتيجة هامّة، وهي ضرورة تضافر جهود جميع الجزائريين، وخصوصا النخبة منهم لإعادة الاعتبار للّغة العربية وإحلالها المكانة التي تستحقّها، لأنّ شعوب العالم برمّته تسعى إلى ترقية وتطوير لغاتها على حساب اللّغات الأجنبية عموما، واللّغة الإنجليزية خصوصا؛ لغزوها الرهيب لجميع الأمم. The study deals with the reality of the use of the classical Arabic language in the Algerian administration, and it focused on the administration in the state as a model for research. Its aim is to reach the reasons that made some administrations in the states cling to using the French language in all their administrative documents, despite its decline (the French language) compared to the English language. Which has become the language of science and technology. It can be said that generalizing the use of the Arabic language in Algerian administration is possible, given the presence of a large group of employees in various institutions who are interested in the Arabic language and prefer to deal with it, rather than the French language. The matter remains in the hands of the authorities, to generalize its use, or implement the law generalizing its use, which Released several years ago. In the end, we reach an important conclusion, which is the need for the concerted efforts of all Algerians, especially the elite among them, to restore the reputation of the Arabic language and give it the status it deserves, because the peoples of the entire world seek to promote and develop their languages at the expense of foreign languages in general, and the English language in particular. For its terrible conquest of all nations
