الملخص
ملخص: هدفت هذه الدراسة إلى إظهار دور الاستثمار الخاص في تعبئة التمويل المستدام لسد فجوة أهداف التنمية المستدامة2030 في البلدان العربية، فلقد قدرت هذه الفجوة بنحو 660 مليار دولار سنويا في اثنا عشر بلد عربي من البلدان المتوسطة والمرتفعة الدخل، مما يتطلب تعبئة رأس المال الخاص المحلي والأجنبي للمساهمة في سد فجوة تمويل أهداف التنمية المستدامة في هذه البلدان، خاصة مع الانخفاض النسبي الذي شهدته مستويات الاستثمار الخاص فيها، وقد تم طرح العديد من الطرق المستحدثة لتعبئة رأس المال الخاص بهدف تحقيق أهداف التنمية المستدامة ومن أهمها السندات المستدامة، حيث شهدت هذه البلدان ارتفاع في حجم الإصدار لهذه السندات خاصة في منطقة شرق الأوسط، غير أن هذا المستوى يبقى ضعيف إذ تشكل أقل من 03% فقط من إجمالي إصدارات العالمية. الكلمات المفتاحية: الاستثمار الخاص ؛ التمويل المستدام ؛ التنمية المستدامة ؛ السندات المستدامة. تصنيف JEL: G31؛G32؛Q01؛ G15. Abstract: This study aimed to demonstrate the role of private investment in mobilizing sustainable finance to close the funding gap for the Sustainable Development Goals 2030 in Arab countries. The estimated yearly investment gap between twelve middle- and high-income Arab countries is $660 billion, which requires the mobilization of both local and foreign private capital to bridge the financing gap for SDGs in these countries, especially given the relative decline in private investment levels observed there. Sustainable bonds are one of many important innovative methods proposed to mobilize private capital to achieve those goals. The volume of such bonds has increased in these Arab countries, especially in the Middle East region. However, this level is still low, constituting less than 3% of total global issuances. The private sector faces many challenges, including instability,ineffective competition laws, low investment in human capital and technology, and limited financing opportunities.
