هجرة الأدمغة العربية: دوافعها وآليات استرجاعها

الملخص
تعتبر ظاهرة هجرة الأدمغة من أخطر المشاكل التي تعاني منها الدول النامية بشكل عام، والدول العربية بشكل خاص، ونظرا للآثار السلبية الناجمة عنها سيما على الجانب التنموي والتطور الاقتصادي، أصبحت بمثابة هاجس يؤرق هذه الدول. تهدف هذه الدراسة للتعريف بظاهرة هجرة الأدمغة ودوافعها والتي تنقسم لدوافع طاردة من البلد الأصلي، وأخرى جاذية للبلد المضيف، ومحاولة تشخيص أهم الانعكاسات الناتجة عنها، مع التطرق لبعض الآليات المقترحة للحد من هجرة الأدمغة العربية ومحاولة استرجاعها والاستفادة منها. Abstract: The phenomenon of Brain Drain is one of the most serious problems that developing countries in general and Arab countries in particular suffer from. It has become a frightening obsession for governments and organizations; this is due to the negative effects that result from it that are directly related to the development and economic growth of these countries. This study aims to define the phenomenon of Brain Drain and its motives, which are divided into; motives repelling from the country of origin and attractions from the host country. This study also tries to diagnose the most important repercussions caused by this phenomenon while addressing some of the proposed mechanisms to reduce and retrieve Arab Brain Drain in order to benefit from them.
