الاستقرار السياسي وحدود الإجماع الوطني للخروج من الأزمة السياسية والدستورية في تونس

الملخص
ملخص: تهدف هذه الدراسة إلى الكشف عن التحديات التي يواجهها الاستقرار السياسي في تونس، لاسيما طول أمد المرحلة الانتقالية، وكثرة التغييرات الحكومية، نتيجة التشرذم السياسي واحتدام الصراع على السلطة بين الرئاسة ورئيس الحكومة ومجلس نواب الشعب. كما نبحث حدود الاجماع الوطني بين النخب السياسية للخروج من الأزمة السياسية والدستورية التي تشهدها البلاد منذ سنة 2019، وكذا صعوبة حصول التوافق لتباعد وجهات النظر والخلاف حول طبيعة النموذج التنموي، على غرار طبيعة النظام السياسي والحكم المحلي والنموذج الاقتصادي المناسب في ظل مختلف المبادرات والمقترحات التي يطرحها أطراف المعادلة السياسية. Abstract: This study aims to investigate the challenges facing political stability in Tunisia, especially the long-lasting of transition and the large number of government changes, as a result of political fragmentation and the intensification of the power struggle between the presidency, the prime minister and the Assembly of the Representatives of the People. We also discuss the limits of national consensus among the political elites to overcome of the political and constitutional crisis that the country has been witnessing since 2019. As well as the difficulty of achieving consensus due to the divergence of points of view and the disagreement over the nature of the development model, similar to the nature of the political system, local governance and the appropriate economic model, in light of the various initiatives and proposals put forward by the parties to the political equation.
