الملخص
تتلخص موضوع هذه الورقة البحثية حول النظام القانوني لمكاتب الصرف في التشريع الجزائري وفق القانون النقدي والمصرفي الذي اسس لفتح هذا النشاط وفق نظام بنك الجزائر23-01 كنشاط اقتصادي مقنن يعتمد على الترخيص المسبق والاعتماد من طرف المجلس النقدي والمصرفي لمزاولة هذا النشاظ وذلك بما يتماشى مع السياسة النقدية واهميتها في تحسين مناخ الاعمال في مجال تحويل العملات النقدية الاجنبية والوطنية والقضاءعلى السوق الموازي وجعلها في اطار قانوني لرصد الكتلة النقدية المتدوالة في السوق السوداء وضبط هذا النشاط بما يتماشى مع متطلبات الاقتصاد الوطني The subject of this research paper revolves around the legal system of exchange offices in Algerian legislation in accordance with the monetary and banking law that established the opening of this activity under the Algerian Bank system 23-01 as a regulated economic activity based on prior licensing and approval by the Monetary and Banking Council to engage in this activity in line with monetary policy and its importance in improving the business environment in the field of currency exchange foreign and national currencies and eliminating the parallel market and making it within a legal framework to monitor the circulating cash in the illegal market and regulate this activity in line with the requirements of the national economy.
