المبادئ الناظمة للسلوك الجزائري الخارجي حيال منطقة الساحل الأفريقي

الملخص
تهدف هذه الدراسة لإبراز المبادئ الضابطة لسياسة الجزائر الخارجية حيال منطقة الساحل الأفريقي التي يوجه مسار وتصورات فاعل الجزائري في ظل حالة الانكشاف الأمني والفشل البنيوي والوظيفي في الساحل ما يشكّل تهديدا أمنيا على الأمن القومي الجزائري. ويحوز الفاعل الجزائري على مصادر للدور في فضائه الإقليمي يشمل البعد الجغرافي والبشري والاقتصادي والعسكري التي تمكّنه من تجسيد الفعل الوظيفي استنادا الطابع البراغماتي الذي يوجد سياسة الفواعل الدولية حيال فضائها الخارجي. وتوصلت الدراسة إلى أن جملة مبادئ السياسة الخارجية الجزائرية وفّرت لها مقبولية كوسيط لحل أزمات المنطقة نتيجة عدم تدخلها في الشؤون الداخلية للدول واحترم سيادتها، إلا أنها تواجه عدد تحديات أبرزها اشتداد التنافس الدولي على الموارد في المنطقة الساحل الأفريقي. Abstract: This study aims to highlight the governing principles of Algeria's foreign policy towards the African Sahel region, which directs the course and perceptions of the Algerian actor in light of the state of security exposure and the structural and functional failure in the Sahel, which constitutes a security threat to Algerian national security. The Algerian actor possesses sources of role in his regional space that include the geographical, human, economic and military dimension that enables him to embody functional action based on the pragmatic nature that creates the policy of international actors towards their external space. The study concluded that the set of principles of Algerian foreign policy provided it with acceptability as a mediator to solve the region's crises as a result of its non-interference in the internal affairs of states and respect for their sovereignty, but it faces a number of challenges, most notably the intensification of international competition for resources in the African Sahel region.
