مدى تجسيد مبادئ الحكم الراشد اللازمة لإرساء الجودة في مؤسسات التعليم العالي الجزائرية( دراسة استقصائية على عينة من مؤسسات التعليم العالي)

الملخص
الملخص: أصبحت مسألة الاهتمام بالجودة في مؤسسات التعليم العالي الجزائرية أمراً ملحاً،و ذلك لاعتبارات عديدة منها اتهام هذه المؤسسات بتراجع ترتيبها في التصنيف العالمي، و بعدم قدرتها على تأهيل الشباب بما يتناسب مع احتياجات سوق العمل. و يعتبر الحكم الراشد مدخلا لتحقيق الجودة في مؤسسات التعليم العالي الجزائرية، حيث يسمح بتوفير الإطار القانوني الذي تتحدد بموجبه المسؤوليات وتصان في ظله الحقوق، ومن هذا المنطلق جاءت هذه الدراسة لتحاول إسقاط مبادئ الحكم الراشد ( الاستقلالية، الشفافية، المساءلة، الأخلاق) على إدارة مؤسسات التعليم العالي الجزائرية في محاولة منها لمعرفة مدى تجسيد مبادئ الحكم الراشد في مؤسسات التعليم العالي الجزائرية وصولا لتحقيق الجودة الشاملة، ولأجل ذلك لجأت الدراسة إلى استخدام استبيان كأداة لجمع البيانات من أفراد العينة المبحوثة، حيث تم توزيع 225 إستبيان على أساتذة في مختلف مؤسسات التعليم العالي، تم إستيعاد 156 التي أخضعت للتحليل، لتخلص الدراسة بعد المناقشة والتحليل إلى أن مؤسسات التعليم العالي في الجزائر لم تصل بعد الى ارساء هذه المبادئ،وهذا ما يعزى في المقام الأول إلى عدم وجود الشفافية، المساءلة و الأخلاق في إدارة هذه المؤسسات. The concern for the quality of Algerian highereducation institutions has become persistent for manyreasons, including the dropping of these institutions in their international ranking, and theirinability to qualifyyoung people to match the needs of the labormarket. Good governanceis a gateway to achievequality in Algerian highereducation institutions, itallows the provision of the legalframeworkwhichdefines the responsibilities and protects the rights. According to the mentionedabove, thisstudyattempts to project the principles of good governance (independence, transparency, accountability, ethics) on the management of Algerian highereducation institutions, in order to investigate the extent to which the principles of good governance are embodied in those institutions to achieve total quality. To thisaim, the studyused a questionnaire as a tool to collect data from the studiedsample; 225 questionnaires weredistributed to professors in different institutions of highereducation, 156 ones have been retrieved and analyzed. The studyconcludedthat the Algerian highereducation institutions have not yetestablishedtheseprinciples, primarily due to the lack of transparency, accountability and ethics in the management these institutions.
