التسيير الفعال للموارد المائية ودوره في تحقيق التنمية الفلاحية

الملخص
تناولت الدراسة أهمية الموارد المائية باعتباره العنصر الأساسي للحياة على كل الأصعدة، فالمورد المائي هو أساس الزراعة والإنتاج الزراعي بشكل عام فهو يؤثر على مختلف عمليات النمو النباتي والإنتاج الحيواني ويشكل أهمية كبيرة في عمليات التنمية الاقتصادية والاجتماعية المستدامة، ومن ثم تحقيق التنمية الفلاحية واستدامتها، وذلك من خلال عملية استغلال الموارد المائية بطريقة فعّالة ومستدامة، وبما يضمن توفير الكميات المناسبة من المياه للزراعة والري، وكذلك لأغراض الحياة اليومية. وتوصلت الدراسة إلى أنّ هناك ارتباط واضح بين الإستغلال الأمثل للموارد المائية وتحقيق مستويات التنمية، وهذا ما يظهر من خلال دراسة مشروع نقل المياه بالصين، ومشروع تحلية المياه في الإمارات العربية اكواباور. فمعرفة العلاقة الفعلية بين المياه والتنمية لا يمكن أن يقف عند حدود هذا الإرتباط الظاهري، وإنما يجب أن تطرح في سياق البحث عن مدى تدخل كل المعطيات الطبيعية وتعامل البشر مع هذه المعطيات في تحديد الأبعاد التنموية لمسألة المورارد المائية.
