تكلفة سياسة أمن الحدود الجزائرية في ظل التهديدات الإقليمية على الأمن الوطني والإقليمي

الملخص
ملخص: يدور موضوع المقال حول تبعات سياسة أمن الحدود الجزائرية على مستوى الأمن الوطني والإقليمي، فبقدر ما تحققه تلك السياسة من أهداف أمنية للدولة الجزائرية كالحماية والوقاية من التهديدات الإقليمية، تبقى لها تبعات داخلية وخارجية، لذا تهدف هذه الدراسة فحص سياسة أمن الحدود الجزائرية من مخاطر دول الجوار التي تعاني الهشاشة في مختلف المجالات، ثم فحص تكلفة تلك السياسة على الأمن الوطني والإقليمي، لتخلص الدراسة بنتيجة مفادها أن سياسة أمن الحدود الجزائرية بشكل عام، وسياسة الغلق حدود بشكل خاص تترتب عليها تبعات على مستوى الوطني تتمثل في ارتفاع تكاليف أمن حدود على حساب التنمية، وعدم احترام خصوصية المجتمعية لسكان المناطق الحدودية وكذلك زيادة انتشار الاقتصاد الموازي، أما على المستوى الإقليمي، فكانت ضد أهداف الأمن الإقليمي ليفتح المجال للأطماع الخارجية. وعليه لن يتحقق أمن الدول بسياسة أحادية من طرف الدولة، فالأمن الوطني بشكل عام والأمن الحدودي بشكل خاص يتحقق بتعاون بين الدول المتجاورة عبر إستراتيجية الأمن والتنمية لمواجهة التهديدات المتخطية لحدود الدول. الكلمات المفتاحية: أمن الحدود، التهديدات الإقليمية، حدود الجزائر، الأمن الوطني، الأمن الإقليمي. Summary: The topic of the article revolves around the consequences of the Algerian border security policy at the level of national and regional security, as much as this policy achieves the security objectives of the Algerian state, such as the protection and prevention of regional challenges, has internal and external consequences, so this study aims to examine the Algerian border security policy on threats neighboring countries that suffer from fragility in various areas, and then examine the cost of this policy on national and regional security. The study concludes that Algeria's border security policy has consequences at the national level, represented by the high cost of border security to the detriment of development and the lack of respect for the societal specificity of the inhabitants of border areas, as well as the proliferation of the shadow economy, while at the regional level it is against the objectives of regional security to pave the way for external ambitions. Therefore, the security of States will not be ensured by a unilateral policy of the State, as national security in general and border security in particular are ensured by cooperation among neighboring countries through the security and development strategy to deal with threats beyond the borders of States.
