الملخص

الملخص: تتشكل الخارطة الحزبية في عديد من النظم السياسية بالنظر لمكونات النظام الانتخابي وطبيعته، لذلك فمسألة ثنائية الأحزاب السياسية أو تعدديتها المعتدلة أو المفرطة هي مسألة شديدة الارتباط بالنظام الانتخابي المعتمد. فنظام الأغلبية على دور واحد لطالما أفرز نظام ثنائية الأحزاب، بينما أنتج نظام الأغلبية على دورين نظام التعدد المعتدل في حين أنتج نظام التمثيل النسبي نظام التعددية الحزبية المفرطة. إن الظاهر من تجارب عديدة أخرى في العالم الثالث أن هناك عوامل أخرى لا تقل أهمية عن أثر النظام الانتخابي في الساحة الحزبية، بل إن هذه العوامل المرتبطة أساسا بالصراع المجتمعي، إضافة إلى ما تركته الظاهرة الاستعمارية من أثر في هذه المنتظمات السياسية ساهمت وبدرجات متفاوتة مع عوامل الإيديولوجيات العرقية والمذهبية والطائفية والعشائرية والقبائلية في رسم المشهد الحزبي مفرزة نموذجا خاصا وقائما بذاته. Abstract: The partisan map is formed in many political systems in view of the components and nature of the electoral system. Therefore, the question of dual political parties or their moderate or excessive pluralism is a matter that is highly linked to the adopted electoral system. The majority system on one round has always produced a bipartisan system, while the majority system on two rounds has produced systems of moderate pluralism while the proportional representation system has produced a multiparty system. It is apparent from many other experiences in the third world that there are other factors that are no less important than the impact of the electoral system in the partisan arena. In fact, these factors, which are mainly related to the communal conflict, in addition to the influence of the colonial phenomenon in these political organizations, Ethnic, sectarian, sectarian, tribal and tribal ideologies in the drawing of the partisan scene as a special and stand-alone model
