اصلاح المنظومة الصحية ودورها في ترشيد الانفاق الصحي في الجزائر

الملخص
تنامي تكاليف الرعاية الصحية والطلب المتزايد على الخدمات الصحية الذي سببه النمو الديمغرافي وانتشار الأمراض المزمنة، بات يشكل عبئا ثقيلا على كاهل الدولة بحكم أن ميزانية الدولة تعتبر مصدرا رئيسيا لتمويل القطاع الصحي، وهو ما يدفع بالحكومة الجزائرية الى اعادة النظر في قضية اصلاح المنظومة الصحية ومعالجة مختلف الاختلالات والمشاكل للقضاء على التبذير وسوء استغلال الموارد المالية والتوجه نحو الاستغلال الأمثل للنفقات الصحية وضبطها دون الاخلال بضمان الرعاية الصحية للمجتمع، وتهدف هذه الدراسة الى ابراز الأليات الضرورية لإصلاح المنظومة الصحية ومساهمتها في ترشيد وتفعيل الانفاق العام على الصحة للنهوض بالقطاع الصحي في الجزائر. The growth in health care costs, and the increasing demand for health services caused by demographic growth and the spread of chronic diseases, as it has become a heavy burden on the state, because the state budget is a major source of financing the health sector. This is what prompts the Algerian government to reconsider the issue of reforming the health system and addressing various imbalances and problems to eliminate waste and misuse of financial resources, and to move towards the optimal use and control of health expenditures, with a commitment to ensuring health care for the community. This study aims to highlight the necessary mechanisms to reform the health system and its contribution to the rationalization and effectiveness of public spending on health to advance the health sector in Algeria
