المناولة في إطار تنفيذ الصفقات العمومية كألية دعم للمؤسسات الصغيرة والمتوسطة وتعزيز تنافسيتها في الجزائر

الملخص
ملخص تهدف الدراسة إلى التعريف بكل ماله صلة بمصطلح المناولة في إطار تنفيذ الصفقات العمومية (على ضوء المرسوم الرئاسي 15-247)، وإبراز دور المناولة في منح المؤسسات الصغيرة والمتوسطة فرصة المساهمة في تنفيذ جزء من الطلبيات العمومية، إضافة إلى تبيان مدى مساهمتها في تحسين الوضعية المالية للمؤسسات ص.و.م وتعزز تنافسيتها ضمن الأسواق المحلية و الدولية. من خلال الدراسة، تم التوصل الى مجموعة من النتائج منها: أن المؤسسات الصغيرة والمتوسطة رغم صغر حجمها إلا أنها تعتبر أحد الركائز الأساسية لتعزيز تنافسية الاقتصاديات. كما تعتبر المناولة آلية فعالة في يد الحكومات تُمَكن من خلالها المؤسسات الصغيرة والمتوسطة من الاستفادة بجزء مهم في تنفيذ الطلبيات العمومية، وهو ما يساعد في الأخير هذا النوع من المؤسسات من الحصول على موارد مالية وإكتساب خبرات ومكانة في الأسواق. Abstract: The study aims to define everything related to the term subcontracting in the context of the implementation of public procurement (according to Presidential Decree 15-247), and to highlight how this subcontracting can contribute to giving small and medium-sized enterprises the opportunity to contribute to the implementation of part of the public procurement, in addition to indicating the extent of their contribution to improving the financial situation of small and medium-sized enterprises companies and improving their competitiveness on local and international markets. Through the study, a number of results have been achieved, including that: the Small and medium-sized enterprises, despite their small size, are now considered one of the main pillars for improving the competitiveness of economies. Outsourcing is also an effective mechanism for governments through which small and medium-sized enterprises can benefit from an important role in the implementation of public demands, which ultimately helps this type of enterprise to obtain financial resources and to gain experience and market position.
