الأمن البيئي والاقتصادي ومدى مساهمتهما لتحقيق التنمية في دولة القانون

الملخص
يساهم الأمن القانوني في بناء دولة القانون باعتباره أحد أهم مرتكزاتها الأساسية والذي يولد في نفس الشخص الإحساس بالطمأنينة والثقة اتجاه النظام القانونية، بحيث لم يبقى الأمن منحصرا فقط في المجال الدولي والقانوني وانما تجاوز ذلك مجالات متعددة منها المجال البيئي والاقتصادي، بحيث جاء الأمن البيئي نتيجة للتهديدات البيئية التي مست البيئة سواء بفعل الطبيعة أو حتى بفعل البشر، أما الأمن الاقتصادي أتى نتيجة لتفشي ظاهرة الفقر وتدني المستوى المعيشي للأشخاص، لابد من حماية البيئة والاقتصاد الوطني بفرض تدابير وقائية أو حتى علاجية لمواجهة الأخطار التي تمس البيئة والاقتصاد، بإضافة إلى استقرار الوضع البيئي والاقتصادي مع القدرة على وضع توقعات مشروعة لهذين النظامين وذلك تفاديا للتدهورات البيئية والاقتصادية مما يسهمهما في تحقيق التنمية وجذب الخبرات والمؤهلات العلمية في ظل دولة القانون والتي يسودها الأمن والاستقرار. Legal security contributes to building the state of law as one of its most important basic foundations, which generates in the same person a sense of reassurance and confidence towards the legal system, so that security did not remain limited only to the international and legal field, but rather it went beyond multiple fields, including the environmental and economic field, so that environmental security came as a result of threats. The environment that affected the environment, whether by nature or even by humans. As for economic security, it came as a result of the widespread phenomenon of poverty and the low standard of living for people. The environment and the national economy must be protected by imposing preventive or even remedial measures to confront the dangers that affect the environment and the economy, in addition to stabilizing the environmental and economic situation. With the ability to set legitimate expectations for these two systems in order to avoid environmental and economic deterioration, which contributes to achieving development and attracting expertise and scientific qualifications under the rule of law in which security and stability prevail.
