دور الميزانية التشاركية في ترشيد النفقات المحلية "تجارب دولية"

الملخص
تقوم الجماعات المحلية و خاصة البلدية بدور هام في تطوير الاقاليم اقتصاديا و اجتماعيا و ثقافيا و تعتبر الخلية الاساسية التي تحقق التنمية المحلية تمكن المواطن من العيش برفاهية و استقرار و لكي تحقق هذا الدور فإنها تحتاج الى خطط تسييرية و موارد مالية محلية فنظرا لهذا الدور الكبير الذي تقوم به ادى في بعض الاحيان الى اخفاقات في تسير هذه الميزانيات لوحدها و تخصيص مواردها بصورة مثلى خلف عنه نقص في ثقة المواطن فيها و عدم رضاءه على الخدمة المحلية و المشاريع التنمية خاصة انه يشارك في عملية دفع الضرائب و ايرادات التي تدخل لميزانياتها فنتج عنه ظهور طرق جديدة في التسيير المحلي و هذا ما يعرف بالديمقراطية التشاركية و من اهم وسائلها الميزانيات التشاركية و هي عملية من المناقشة الديمقراطية واتخاذ القرار، وهي تعد صنف من الديمقراطية التشاركية، حيث يقرر مواطنون توجيه و تخصيص جزء من الميزانية البلدية. فهي تسمح لهم بمناقشة مشروعات الانفاقية العمومية وتصنيف الأولويات بحيث تمدهم السلطة لاتخاذ القرارات مبالغ الإنفاق. Local communities, especially the municipality, play an important role in developing the regions economically, socially and culturally. They are considered the basic cell that achieves local development, enabling citizens to live in comfort and stability. In order to achieve this role, they need management plans and local financial resources. What it does has sometimes led to failures in managing these budgets alone and allocating their resources in an optimal manner, leaving him a lack of citizen’s confidence in them and his dissatisfaction with local service and development projects, especially as he participates in the process of paying taxes and revenues that enter their budgets. This resulted in the emergence of ways New in local management, and this is what is known as participatory democracy, and one of its most important means is participatory budgets, which is a process of democratic discussion and decision-making, and it is a type of participatory democracy, where citizens decide to direct and allocate part of the municipal budget. It allows them to discuss public spending projects and classify priorities so as to provide them with the authority to make decisions about spending amounts.
