مجهودات رقمنة قطاع العدالة بين مقتضيات العصرنة وتحديات الواقع.

الملخص
ملخص: نعالج من خلال هذه الورقة البحثية موضوعا يكتسي أهمية بالغة في حياة الفرد والمجتمع ألا وهو نظام الرقمنة كآلية ونظام لإصلاح وتحسين جودة أداء وخدمات المرافق العمومية وخاصة مرفق العدالة. حيث قامت الجزائر على إثر الثورة التكنولوجية التي عرفها العالم بداية من مطلع القرن الواحد والعشرين بإدخال إصلاحات كبيرة من خلال تبني نظام الرقمنة كآلية لتلك الاصلاحات التي مست كل قطاعات الدولة وخاصة قطاع العدالة. وقد شهد هذا الاخير جملة من الاصلاحات العميقة تهدف الى عصرنة هذا القطاع طالت مختلف مجالاته التنظيمية والتشريعية والتقنية. يهدف بحثنا الى الوقوف على واقع تلك المجهودات المبذولة في الجزائر لرقمنة قطاع العدالة وعصرنته، ومدى النتائج المحققة في هذا المجال، مع ابراز أهم التحديات والعقبات المطروحة والتي تعيق تلك المجهودات وتحول دون تحقيق الاهداف المرجوة منها. Abstract: Through this research paper, we addressed a topic of great importance in the life of the individual and society, which is the digitization system as a mechanism and system for reforming and improving the quality of performance and services of public facilities, especially the justice facility. Following the technological revolution that the world witnessed beginning at the beginning of the twenty-first century, Algeria introduced major reforms by adopting the digitization system as a mechanism for those reforms that affected all sectors of the state, especially the justice sector. The latter witnessed a number of profound reforms aimed at modernizing this sector, affecting its various regulatory, legislative and technical fields. Our research aims to identify the reality of the efforts made in Algeria to digitize and modernize the justice sector, and the extent of the results achieved in this field, while highlighting the most important challenges and obstacles presented that hinder these efforts and prevent the achievement of the desired goals.
