تفعيل مبادئ الحكم الراشد لمكافحة الفساد الإداري في الجماعات المحلية الجزائرية

الملخص
يعد الفساد ظاهرة قديمة بدأت مع ظهور المجتمعات والدول، واتسع مجاله حتى أصبح سلوكا متسما بطابع كلي الوجود، شمولي النطاق، محيطا بالنظم السياسية كافة، ومتغلغلا في جميع مستويات التنمية، وهو ما ينطبق على مؤسسات الجزائر التي تعاني من استفحال هذه الظاهرة رغم الجهود المبذولة لمحاربتها، وعليه تهدف هذه الدراسة إلى شرح وتفسير ظاهرة الفساد الإداري المتغلغل في الإدارة الجزائرية ومعرفة اسبابه، ومن تم تقديم الحلول الممكنة للحد منه. توصلت الدراسة الى ضرورة تفعيل وتجسيد مبادئ الحكم الراشد المحلي لا سيما المشاركة والشفافية والمساءلة كونها مقننة، لذا فتهيئة الظروف المناسبة وتدعيم البنية التحية وتفعيل هيئات مكافحة الفساد من خلال تمكين الموارد البشرية كلها حلول بإمكانها الحد من ظاهرة الفساد الإداري ومنه تجسيد الحكم الراشد المحلي. Corruption is an ancient phenomenon that started with the emergence of societies and nations. Its scope has expanded to become a pervasive and all-encompassing behavior, infiltrating all political systems and penetrating all levels of development. This applies to Algerian institutions, which suffer from the rampant spread of this phenomenon despite the efforts made to combat it. Therefore, the aim of this study is to explain and interpret the phenomenon of administrative corruption embedded in the Algerian administration, identify its causes, and propose possible solutions to reduce it. The study concluded the necessity of activating and embodying the principles of good local governance, particularly participation, transparency, and accountability, as they are regulated. Thus, creating suitable conditions, strengthening the legal framework, and activating anti-corruption bodies through empowering the entire human resources are solutions that can effectively mitigate the phenomenon of administrative corruption and contribute to the realization of good local governance.
