الضمانات القانونية لتكريس الديمقراطية التشاركية في الجزائر: قراءة في المنظومة القانونية

الملخص
ملخص: من بين الإشكالات الشائكة والمستعصية سياسيا أزمة المشاركة، التي تؤدي إلى الانسداد السياسي وبالتالي فشل مختلف السياسات العمومية والمحلية، بينما تعتبر الديمقراطية التشاركية كمدخل من المداخل التعديلية والإصلاحية التي تساهم في إصلاح المنظومة وتحسين ديناميكية الاتصال العمومي بين مختلف الفواعل وفق المقتضيات التنموية. تتناول الدراسة مسارات الديمقراطية التشاركية في الجزائر عبر رصد الضمانات الواردة في النصوص الدستورية ومختلف القوانين والتنظيمات بغرض تحديد الأبعاد والآليات التي تجسد الديمقراطية التشاركية كهدف، أو كوسيلة لتحقيق الأهداف التنموية محليا وتنفيذ السياسة الجوارية، لتتوصل إلى أن المنظومة الجزائرية قد ضمنت الحد الأدنى من التجسيد التشاركي قانونيا.
