تحديات ترجـــــمة رطـــــانة القانون الدولي في ضوء لغة الســــــلم والأمـن الدوليـــــين

الملخص
شهدت المجموعة الدولية منذ نشأتها تطورًا كبيرًا على مستوى الأعضاء المكونين لها والقواعد السلوكية المنظّمة لأشكال التفاعل بينها، وذلك بفضل جهود التنظيم الدولي التي بُذِلَت منذ القرن السابع عشر في تاريخ العلاقات الدولية، إذ حرصت الدول على إيجاد قواعد قانونية تضبط ظاهرة العنف والحرب المترتبتين عن حقيقة التنافس بين الدول حول القوة والنفوذ، فكانت الحاجة لتنظيم المحيط الدولي عبر إنشاء منظمة الأمم المتحدة لضمان السلم والأمن وهما قيمتين سياسيتين لا غنى عنهما، وقد وُلدت معها لغة متخصصة بهذا المجال، ألا وهي رطانة القانون الدولي. The international community has witnessed, since its inception, a major development at the level of its constituent members and the norms which organize the forms of interaction among them, thanks to the international organization efforts being made since the seventeen century in the history of international relations, so the states have taken care to find legal rules to regulate the phenomena of violence and war resulting from the reality of competition among states over power and influence, so there have been a need to organize the international environment, through the creation of the United Nations organization to ensure peace and security ; which are two indispensable political values, with which a specialized language in this field is born, namely the jargon of international law.
