الأنواع الديمقراطية بين التكامل والتنازع: الديمقراطية التمثيلية والديمقراطية التشاركية نموذجاً

الملخص
ملخص: ظهر على مفهوم الديمقراطية التقليدية الكثير من مواطن الضعف والقصور، بحيث بات الشك يحوم حول نوايا المنتخبين المحليين، مما جعلهم محل اتهام بالتقصير في أداء مهامهم، وانصرافهم إلى قضاء حوائجهم الشخصية بدل الإكتراث بمشاغل ناخبيهم. وقد وصل الأمر إلى حد اتهامهم من قبل الكثيرين من أفراد المجتمع المدني والتنظيمات الفاعلة المختلفة على المستوى المحلي، بخيانة الأمانة. ومن أجل تصحيح الأمور بين النائب وناخبيه، ظهر مفهوم "الديمقراطية التشاركية" كإجراء وقائي من أي فساد أو انحراف قد يقع فيه النائب، وذلك بإشراك المواطن في صنع تنميته المحلية في جميع مراحلها، بعدما كان مغيباً عن ذلك في السابق. Abstract: The concept of traditional democracy has shown many weaknesses and shortcomings, so that suspicion is swirling around the intentions of the local elected, which has made them accused of dereliction of duty, and their devotion to fulfilling their personal needs instead of paying attention to the concerns of their voters. This has come to the point of accusing them, by many members of civil society and various active organizations at the local level, of dishonesty. In order to correct matters between the representative and his constituents, the concept of "participatory democracy" emerged as a preventive measure against any corruption or deviation that the representative may fall into, by involving the citizen in making his local development in all its stages, after he was absent from that in the past.
