الملخص
ﻟﻘﺩ ﺍﻫﺘﻤﺕ ﺍﻟﺩﻭل ﻭﺍﻟﻤﺠﺘﻤﻌﺎﺕ ﺍﻟﻤﺘﻘﺩﻤﺔ ﻤﻨﺫ ﺯﻤﻥ ﺒﻌﻴﺩ ﺒﺄﻁﻔﺎﻟﻬﺎ ﺤﺘﻰ ﻏﺩﺍ ﻫﺫﺍ ﺍﻻﻫﺘﻤﺎﻡ ﻴﺤﺘل ﻤﻜﺎﻥ ﺍﻟﺼﺩﺍﺭﺓ ﻓﻲ ﺍﻟﺨﻁﻁ ﻭﺍﻷﻭﻟﻭﻴﺎﺕ ﻭﺍﻻﻫﺘﻤﺎﻤﺎﺕ ﻭﺍﻟﺒﺭﺍﻤﺞ ﻋﻠﻰ ﻜل ﺍﻟﻤﺴﺘﻭﻴﺎﺕ ﺍﻟﻤﺤﻠﻴﺔ ﻭﺍﻟﻭﻁﻨﻴﺔ ، ﻭﺒﺫﻟﺕ ﺍﻟﺠﻬﻭﺩ ﺍﻟﻜﺒﻴﺭﺓ ﻓﻲ ﺘﻌﻠﻴﻡ ﺍﻷﻁﻔﺎل ﻭﺘﺭﺒﻴﺘﻬﻡ ﻭﺘﺜﻘﻴﻔﻬﻡ ﻭﺇﻨﺸﺎﺀ ﺍﻟﻤﺅﺴﺴﺎﺕ ﺍﻟﺘﻲ ﺘﻌﻨﻲ ﺒﺎﻟﻁﻔﻭﻟﺔ ﻤﻥ ﻜل ﺠﻭﺍﻨﺒﻬﺎ ﺍﻟﺼﺤﻴﺔ ﻭﺍﻟﺘﺭﺒﻭﻴﺔ ﻭﺍﻟﻨﻔﺴﻴﺔ ﻭﺍﻟﺘﻌﻠﻴﻤﻴﺔ ﻭﺍﻟﺜﻘﺎﻓﻴﺔ ﻭﺍﻻﺠﺘﻤﺎﻋﻴﺔ ، ﻭﻴﺅﺩﻱ ﺍﻟﺠﺎﻨﺏ ﺍﻟﺜﻘﺎﻓﻲ ﺩﻭﺭﺍ ﺭﺍﺌﺩﺍ ﻭﻁﻠﻴﻌﻴﺎ ﻭﻓﻌﺎﻻ ﻓﻲ ﺘﺤﻘﻴﻕ ﺍﻟﺘﻁﻠﻊ ﻭﺍﻟﻁﻤﻭﺡ ﻨﺤﻭ ﻏﺩ ﻤﺸﺭﻕ ﻟﻠﻤﺠﺘﻤﻊ ، ﻤﻊ ﻋﺩﻡ ﺇﻫﻤﺎل ﺍﻟﺠﻭﺍﻨﺏ ﺍﻷﺨﺭﻯ ﺒﺎﻟﻁﺒﻊ ﻭﺍﻻﻫﺘﻤﺎﻡ ﻤﻥ ﻁﺭﻑ ﺍﻟﻤﺠﺘﻤﻌﺎﺕ ﺒﺄﻁﻔﺎﻟﻬﺎ ﻴﺄﺘﻲ ﻤﻥ ﺇﺩﺭﺍﻙ ﻫﺫﻩ ﺍﻟﻤﺠﺘﻤﻌﺎﺕ ﺒﺄﻥ ﺍﻻﻫﺘﻤﺎﻡ ﺒﺎﻟﻁﻔﻭﻟﺔ ﻫﻭ ﺤﺠﺭ ﺍﻟﺯﺍﻭﻴﺔ ﻓﻲ ﻀﻤﺎﻥ ﻤﺴﺘﻘﺒل ﺍﻟﻤﺠﺘﻤﻊ ﻭﺘﻁﻠﻌﺎ ﻟﺒﻨﺎﺀ ﻋﺎﻟﻡ ﺃﻜﺜﺭ ﺴﻌﺎﺩﺓ Developed countries and societies have long taken care of their children, until this concern has come to the fore in plans, priorities, interests and programs at all local and national levels, and great efforts have been made in educating, educating and educating children and establishing institutions that concern children in all its health, educational, psychological, cultural and social aspects. The cultural aspect plays a pioneering, avant-garde and effective role in achieving the aspiration and ambition towards a bright future for society, while not neglecting other aspects of course, and the interest on the part of societies for their children comes from the awareness of these societies that interest in childhood is the cornerstone of ensuring the future of society and looking forward to building a happier world.
