الملخص
إن تقنين المؤسس الدستوري الجزائري لحالتي التماثل والتعارض بين الأغلبيتين الرئاسية والبرلمانية، في ظل التعديل الدستوري لسنة 2020 وبموجب المادة 103 منه، جعل من النظام السياسي الجزائري يعمل بين النظام الرئاسي والنظام البرلماني، حيث كلما تغيرت الأغلبية البرلمانية تتغير معها معالم ثنائية السلطة التنفيذية، فتؤدي الى تغيير رئاسة السلطة التنفيذية ما بين رئيس الجمهورية ورئيس الحكومة، وفي كل حالة تعطينا سيمات لنظام سياسي يختلف عن الحالة الأخرى. Abstract: The legalization of the Algerian constitutional foundation for the cases of similarity and contradiction between the presidential and parliamentary majorities, in light of the constitutional amendment of 2020 and in accordance with Article 103 of it, made the Algerian political system work between the presidential system and the parliamentary system, where whenever the parliamentary majority changes, the features of the duality of the executive power change with it, leading to Changing the presidency of the executive authority between the President of the Republic and the Prime Minister, and in each case gives us characteristics of a political system that is different from the other case.
