الملخص
الملخص: يشهد العالم منذ سنوات تغيرات اقتصادية وجيوسياسية كبيرة مما أدت إلى ظهور بوادر تكون نظام عالمي جديد يتميز بالتعددية القطبية وسط منافسة عالمية شرسة، البقاء فيها يرتكز أساسا على طاقات البلد البشرية والمادية والمالية، مع القدرة على التأقلم مع التطورات العالمية وخاصة التكنولوجية منها وما أفرزته جائحة كورونا (Covid-19) فيما يتعلق بالعمل والتعلم عن بعد. تهدف هذه الورقة البحثية إلى إبراز ضرورة وأهمية اعتماد الدولة الجزائرية الرقمنة في كل القطاعات وخاصة المالية منها، من أجل الحفاظ على ثروات البلاد واستغلالها استغلالا أمثلا من أجل دفع وتيرة النمو وتحقيق الإقلاع الإقتصادي. إن نجاح هذه العملية يتطلب الإعتماد على الكفاءات الداخلية والخارجية وتسخيرها لتسريع تطبيق الرقمنة المالية لما لها من أثر على الحفاظ على مقدرات البلاد واسترجاع الأموال المنهوبة عن طريق ضبط البيانات والإحصاءات الإقتصادية والمالية وبالتالي تسريع تحقيق الإقلاع الإقتصادي. الكلمات المفتاحية: الرقمنة المالية، الإقلاع الإقتصادي، التطور التكنولوجي، العمل عن بعد. تصنيف JEL: O320, O33, F43, O310 Abstract: For years, the world has been witnessing great economic and geopolitical changes, which led to the emergence of signs of the formation of a new world order characterized by multipolarity amidst fierce global competition, survival in which is mainly based on the country’s human, material and financial resources, with the ability to adapt to global developments, especially technological ones, and what resulted from the Corona pandemic (Covid-19) in relation to remote work and learning. This research paper aims to highlight the necessity and importance of the Algerian state's adoption of digitization in all sectors, especially financial ones, in order to preserve the country's wealth and make optimal use of it in order to accelerate the pace of growth and achieve economic take-off. The success of this process requires relying on internal and external competencies and harnessing them to accelerate the application of financial digitization because of its impact on preserving the country’s capabilities and recovering looted funds by controlling economic and financial data and statistics, thus accelerating the achievement of economic take-off.
