الملخص

ملخص: تهدف هذه المداخلة إلى تقديم إطار تحليلي نظري للإنفاق العسكري يفسر لنا لماذا تزيد الدول في نفقاتها العسكرية وكذلك التطرق لمتغيري الأمن والتنمية باعتبارهما أهم المجالات المستهدفة من طرف الدول وعلاقتهما الجدلية بالإنفاق العسكري ، و محاولة اسقاط هذا الاطار النظري على الحالة الافريقية التي تشهد ارتفاعا متواصلا في نفقاتها العسكرية بدواعي تحقيق الامن والقضاء على التهديدات الأمنية ، حيث اعتمدت هذه الدراسة على المنهج الوصفي التحليلي و تقنية الإحصاء الوصفي ، وتمثلت نتائج الدراسة في أن المقاربة المطروحة من قبل الدول الإفريقية هي مقاربة أمنية عسكرية يترجمها التزايد التصاعدي للنفقات العسكرية والتي كانت على حساب المقاربة الأمنية الاقتصادية التنموية ‘ وأن اتجاه ميزانيات الدول الإفريقية نحو العسكرة وضع القارة في مأزق أمني في الشمال واستمرار الانقلابات العسكرية والأنظمة العسكرية في الجنوب، ومنه تكريس لمفهوم هشاشة الدولة والتخلف وزيادة التدخلات الخارجية ، ومن أهم التوصيات التي طرحتها الدراسة هي ضرورة تبني الدول الافريقية مقاربة الأمن الإنساني والحكم الراشد أين تبرز الشفافية ،و النزاهة ، والرقابة وسيادة القانون ، والعدالة في توزيع الموارد الاقتصادية من أجل القضاء على التهديدات الأمنية التي تواجهها القارة الإفريقية والتي هي في الأساس تتطلب حلولا اقتصادية واجتماعية ، ومنه أسبقية التنمية على جانب التسلح والعسكرة ومظاهر الأمن التقليدي الذي يهيمن على تصورات الدول الإفريقية. Abstract: The goal of this study consists in listing a theoretical analytic framework for military spending, which the military expenditures' increasing, variables of security and development and their controversial relationship to military spending and taking African countries as an input to this this framework. This study relied on the descriptive analytical method and the descriptive statistics technique. The most important results of this study consist in: The proposed approach by African countries is a military-security approach, which leads to the effect of security-economic-development approach. The trend of African countries’ budgets towards militarization has put the continent in a security predicament in North and a continuation in military coups and military regimes in South, as consequences the countries became fragile, underdevelopment furthermore the increase of external intervention. To this end, the recommendations of this study are as follow: African countries necessitate an adoptable human security approach and a good governance. Moreover, a fair distribution of the economic resources in order to eliminate the security threats which African continent is facing. Basically, the fair distribution requires economic and social solutions, therefore the primacy of development on the side of armaments, militarism and aspects of traditional security dominates the perceptions of the African state.
