حوكمة أخلاقيات المهنة ودورها في ضبط حرية الرأي والتعبير

الملخص
يقصد بآداب وأخلاقيات المهنة مجموعة من القواعد والأصول المتعارف عليها عند أصحاب المهنة الواحدة، بحيث تكون مراعاتها محافظة على المهنة وشرفها، فأخلاقيات المهنة تعبر عن المعايير المثالية لمهنة من المهن تتبناها جماعة مهنية أو مؤسسة لتوجيه أعضائها لتحمل مسؤولياتهم المهنية. أما معايير الحكم الراشد، فقد حصرتها الدراسة الصادرة عن برنامج الأمم المتحدة الإنمائي، وتضمنت تسعة معايير: المشاركة، حكم القانون، الشفافية، حسن الاستجابة، التوافق، المساواة وخاصة التكافؤ في الفرص، الفعالية، المحاسبة، والرؤية الاستراتيجية، تحاول الورقة البحثية أن تجيب على سؤال مفاده: كيف يمكن لهذه المعايير أن تسهم في حوكمة أخلاقيات المهنة، بما ينعكس إيجابا على ضبط و(أخلقة) حرية الرأي والتعبير. الكلمات المفتاحية: حرية الرأي، حوكمة، أخلاقيات المهنة.
