التنمية المستدامة لتجاوز جدلية التنمية وحقوق الإنسان

الملخص
التنمية وحقوق الإنسان ثنائية، جمعتها فكرة الحق وفرقتها جدلية الأولويات، وكثيرا ما تحول النقاش بخصوصها إلى نقاش صفري عقيم؛ لأنه اعتمد منذ البدء نهجا خاطئا، أساسه الأسبقية والأولوية، وليس التكامل والاعتماد المتبادل. موازاة مع ذلك، وبديلا عنه، طرح مفهوم التنمية المستدامة؛ تصورا جديدا توفيقيا، مستداما ومسؤولا، يسعى لتجاوز هذه الجدلية، وسد الفجوة بين التنمية وحقوق الإنسان، وقد استطاع هذا المفهوم أن يحول إليه أنظار أطراف هذه العلاقة وكل المهتمين بها، فتحول إلى مرجعية شاملة في إعداد السياسات العامة. Development and human rights are bilateral, brought together by the idea of right and separated by the dialectic of priorities, and the discussion about them often turns into a zero-sum sterile debate. Because it adopted a wrong approach from the outset, based on precedence and priority, not complementarity and interdependence. Parallel to that, and as an alternative to it, the concept of sustainable development was put forward; A new, conciliatory, sustainable and responsible vision that seeks to overcome this dialectic and bridge the gap between development and human rights. This concept was able to divert the attention of the parties to this relationship and all those interested in it, turning it into a comprehensive reference in the preparation of public policies.
