الاستراتيجية الأمريكية الجديدة اتجاه إفريقا: دراسة في الدوافع والتحديات

الملخص
شكل إعلان الولايات المتحدة الأمريكية عن استراتيجيتها الجديدة اتجاه إفريقيا، تحولا بارزا في طبيعة ومسار السياسة الأمريكية، التي ركزت طيلة العقود الماضية على حماية مصالحها أكثر من بناء شراكات مع دول القارة، لمواجهة مختلف التحديات المرتبطة بالتنمية والاستقرار السياسي والأمني، ويترجم مضمون هذه الاستراتيجية بأن دافعها هو الأهمية العالمية المتزايدة للقارة الإفريقية، واشتداد حدة التنافس الدولي حول ثرواتها وموقعها الاستراتيجي. حددت الولايات المتحدة الأمريكية أهدافها في القارة، التي فرضتها البيئة الدولية الضاغطة على موقعها في النظام الدولي، ومعطيات الواقع السياسي والاقتصادي والأمني الإفريقي المضطرب، ورسمت بعناية أدوات تحقيقها بما لا يثير وتخوفات الأفارقة، وعدم الانخراط في سياساتها. تهدف هذه الدراسة إلى البحث عن دوافع الولايات المتحدة لإقرار استراتيجية جديدة تجاه إفريقية والتحديات التي تواجهها لترجمة بنودها على جغرافيا المنطقة، ومدى قدرة صانع القرار الأمريكي تكييف سلوكه مع مستلزمات الزمن الإفريقي الراهن والتعاطي مع قضاياه بواقعية تعزز مصالح الطرفين، ومغادرة فضاء التجديد في الخطاب إلى واقع التجديد في الممارسة. Abstract: The announcement by the United States of America of its new strategy towards Africa constituted a significant shift in the nature and course of US policy,which in recent decades, has emphasized the protection of its interests more than the establishment of partnerships with the countries of the continent to address the various development challenges,political and security stability.However, the content of this strategy reflects the global importance of the growing African continent and the intensification of international competitiveness over its wealth and strategic location. The United States of America has defined its permanent goals imposed by the international system with an emphasis on its position in view of the turbulent African policy,political, economic and security reality,also has carefully drawn the tools to achieve them in a way that does not raise the fears of Africans also not get involved in its policies.This study aims to explore the motives of the United States to adopt a new strategy towards Africa and the challenges it faces to translate its provisions on the geography of the region, the ability of the American decision-maker to adapt his behavior to the requirements of the current African time and to deal with its issues realistically that promotes the interests of Both parties, leaving the area of renewal in the discourse to the reality of renewal in practice.
