النخبة والديمقراطية ..قراءة في المفاهيم والابعاد

الملخص
ارتبط مفهوم الديمقراطية في الادبيات السوسيولوجية والسياسية بحكم الاغلبية او حكم الشعب ، بينما يشير مفهوم النخبة (الحاكمة) الى مجموعة الافراد ذوي الخصائص والسمات والقدرات الخاصة المرتبطة بدرجة عالية من القدرة على الهيمنة والنفوذ ، في سياق المسألة السياسية المرتبطة بممارسة السلطة واساليب الوصول اليها ؛ حيث جاءت هذه الورقة البحثية في محاولة لتسليط الضوء على بعض من الابعاد النظرية المرتبطة بإشكالية المفهوم لاسيما من خلال قراءة الخصائص المرتبطة بثنائية( أغلبية – اقلية) ومدى توافق فكرة الديمقراطية مع نظرية النخبة ، وذلك من خلال رصد بعض من القراءات السوسيولوجية والسياسية النظرية الحديثة المواكبة لتطور المفهوم . The concept of democracy in the sociological and political literature has been linked to the majority rule or rule by the people, while the concept of the (ruling) elite refers to a group of individuals with special characteristics, features and capabilities associated with a high degree of ability to dominate and influence. In the context of the political matter related to the practice of power and its arrival methods; this research paper came in as an attempt to shed the light on some of the theoretical dimensions associated with the problematic of the concept, especially by reading the characteristics associated with the binary (majority - minority) and the extent to which the idea of democracy is compatible with the theory of the elite, by monitoring some of the modern sociological and political theoretical readings that keep pace with the development of the concept.
