واقع الشراكة بين القطاع الصحي الحكومي والمؤسسات الأهلية الصحية وأثرها على استدامة الخدمات الصحية بقطاع غزة

الملخص
هدفت الدراسة إلى تقييم واقع الشراكة بين القطاع الصحي الحكومي والمؤسسات الأهلية الصحية وأثرها على استدامة الخدمات الصحية بقطاع غزة، وقد اعتمد الباحثان لإجراء الدراسة المنهج الوصفي التحليلي، واتبعت الدارسة أسلوب المسح الشامل وقد تم استخدام برنامج (SPSS) لإدخال البيانات ومعالجتها. وأهم النتائج التي توصلت إليها الدراسة: وجود تخطيط استراتيجي بين القطاع الصحي الحكومي والمؤسسات الأهلية الصحية بقطاع غزة وبدرجة كبيرة وقد جاء بوزن نسبي (72.80%). أظهرت النتائج أن واقع استدامة الخدمات الصحية في قطاع غزة جاء بوزن نسبي (77.40%). كما أظهرت النتائج أنه يوجد أثر لمحاور الشراكة (التخطيط الاستراتيجي، والمعلومات الصحية، والرقابة، والتمويل) على استدامة الخدمات الصحية والأكثر تأثيراً محور المعلومات الصحية والرقابة، بينما محور الإطار القانوني لا يؤثر في استدامة الخدمات الصحية. وأوصت الدراسة بضرورة تعزيز نظم المعلومات الصحية بين القطاع الصحي والمؤسسات الأهلية الصحية لما له من دور في تعزيز استدامة الخدمات الصحية. تعزيز مشاركة القطاع الصحي الحكومي للمؤسسات الأهلية الصحية في صياغة الخطة الاستراتيجية الصحية الوطنية للقطاع الصحي بشكل عام وتحديد الاحتياجات والأولويات الصحية بدقة من أجل استدامة الخدمات الصحية. تعزيز دور الرقابة على الخدمات الصحية المشتركة بين القطاع الصحي الحكومي والمؤسسات الأهلية الصحية، على أن تتم عملية الرقابة بشكل منظم وأكثر دورية بالإضافة إلى اشراك الإدارات والوحدات ذات العلاقة في ذلك. The study aimed at assessing the reality of partnership between the public health sector and health NGOs and its impact on the sustainability of health services in the Gaza Strip. The researchers used the descriptive analytical approach, and a Census method was used to collect data from the respondents, they used (SPSS) for entering, analyzing data. The most important findings were: There is strategic planning between the governmental health sector and health NGOs in the Gaza Strip at a relative weight of (72.80%). The results showed that the reality of the sustainability of health services in the Gaza Strip came with a relative weight (77.40%). Also there is an impact of the partnership dimensions (strategic planning, health information, monitoring, and financing) on the sustainability of health services, and the most influential are the health information and control dimension, while the legal framework dimension does not affect the sustainability of health services. the most important recommendations were: the need to strengthen health information systems between the health sector and private health institutions because of its role in promoting the sustainability of health services. Enhancing the participation of the government health sector for health NGOs in formulating the national health strategic plan for the health sector, and accurately identifying health needs and priorities for the sustainability of health services. Strengthening the role of monitoring the joint health services between the government health sector and health NGOs, provided that the process of oversight takes place in an orderly and more periodic manner, in addition to involving the relevant departments and units in this.
