emerged over the last sixty years, then integrated to reshape development economics; the informal economy escapes registration and declaration, thus depriving the Algerian authorities of important resources, and locking it in a vicious circle of underdevelopment. Through a survey carried out among eight (08) private companies and public establishments in the western region of Algeria, our objective is to analyze the main actors and factors behind these practices, and to propose recommendations, through an analytical and institutional approach. in addition to the absence of sanctions, the results obtained revealed to us that the institutional environment in which our agents operate is very restrictive, thus inciting them to break the law.
